Valve clarifies seeding confusion at the RMRs
Halfway through the RMRs, Perfect World made an announcement that the Elimination Stage spots from the European RMRs will be determined through the VRS as opposed to the team's performance at the RMR. Due to this, the fourth place deciders were cancelled.
As per HLTV's report, Perfect World stated that it received confirmation from Valve to use the RMR record to hand out Elimination Stage spots, despite the rulebook mentioning that the process would abide by a pre-event VRS update.
We shifted to seeding teams by the VRS in Copenhagen specifically to address criticism of the Paris Major and events that had preceded it.

When contacted by HLTV about the same, Valve did partially admit to a miscommunication from their end. "We had some unfortunate miscommunication and crossed wires early in the process of answering Perfect World's questions about the Major, and we did not fully appreciate at the time that their rulebook did not use the latest language in the Supplemental Rulebook," said Valve.
While RMR A's Elimination Stage candidates remain untouched, BIG who cleared the European RMR B with a flawless 3-0 might have to make do with just an Opening Stage spot, due to their placement in the VRS as of now. After affirming their miscommunication, Valve pointed out that the Copenhagen Major also followed the pre-event VRS for seeding.
The pre-event VRS update that determines the Elimination Stage candidates will come out soon considering that the RMRs have run their course.
